Setting your mind on things above is simply being mindful or your focus on things above and not on the earth. The earth is just a place the human body is dwelling for a period of time.
Everything human emanated from above or God or the Spirit. So, when we are able to get our minds gazed on things above, there is a way we live our lives, talk and even think.
If you are so conscious of the things above and not on the things of the earth, there is a way you are going to be relational with God, which will impart your dream life in the positive sense.
Yes, we are on the earth and we are told not to mind the things of the earth, yes. There should be a balance because as much as we are not to mind the things of the earth, we are living on it.

We should have the balance on how we deal with the things of the earth and the things above. The assurance is that, when and if our attention is on the things above, our soul, spirit and body will be heavenly, thereby making us have heavenly dreams, the Lord help us.
